KOTOHIRA MARU INCIDENT

Officials are seriously concerned at Consular advices that the Soviet is proceeding with the trial of the officers of the Kotohira Maru, and are utterly disregarding Japan's strong protest that tho vessel was arrested outside the territorial waters of Kamchatka.
A cable message on July 10 stated that a Japanese destroyer failed {o arrive in time to intercept a Soviet guardship escorting to Petropavlovsk the Japanese fishery steamer Kotohira Marti, which had been arrested. Naval authorities investigating the matter ascertained that the Kotohira Maru was outside Kamchatka territorial waters at the time of her seizure;
