July I.' : N SAVING BANK REGULATIONS A correspondent "Secretary" writes: — "The, regulations respecting accounts at the Post Office Savings Bank in the names of clubs, etc., and operated upon by trustees, appear to be in need of some attention. The Department generally insists upon a copy of the rules of the club being supplied to it, together with an extract from the minutes of the-resolution empowering the trustees to operate, and thenspecimen signatures. Other times an account may be opened with merely the name of the club, and a form signed by the trustees. When a change of trustees is necessary the methods are more lax. The trustees may change themselves by simply sending in a small form stating "'We are now the trustees of so and so club/ thus allowing the trustees to appoint themselves. Possession of the passbook and a friend to sign as well, is the main requirement. No more'reference is niade to the rules and no further copies from the minutes have to be sent in." ' The correspondent quotes an instance in which he alleges that this has permitted the transfer o£ the funds to a new society without the assent of all the old members. A.cbpy of the letter was referred to the Postal 'Department, '■■ which replied as follows:—"The matter is fully covered by the regulations. Occasionally accounts are opened by reputable persons well-known to the Department who subsequently fail to complete the necessary papers. This failure does not in any way endanger the funds, which are adequately safeguarded, in the interest of the club or committee concerned."
