He said that negotiations for the conclusion of a new commercial agreement with the Japanese Government, were not at prusenfr contemplated. Begarding the recognition of Manchukuo, he said that Japan alone had formally recognised the new State. The British- Government was bound by the League Assembly report of February and continued to withhold recognition.
