JEWISH MINORITY
IN UPPER SILESIA
CAN LEAGUE INTERVENE ?
(British Official Wireless.) (Received April 11, 11 a.m.) RUGBY, April 10. Sir John. Simon was asked in the House of Commons whether action to protcefc the Jewish minority in Upper SiJcsia was to be taken by the League of Nations under Article 11 of the Covenant, and whether the Jewish-min-ority was not guaranteed full equality under the German-Polish Convention of 1922. He said that the League Council had laid it down that tho procedure under Article 11 should not-normally be employed in eases relating to tho protection of minorities under treaties, and "should only bo invoked in grave cases, which produce a feeling that facts exist which might effectively menace the maintenance of , peace between nations." It was doubtful, therefore, whether /Article 11 could be properly worked in the case of the Jewish minority in TOpper Silesia..: ,- ' ... Regarding the German-Polish Convontion, ho'was: not awaro that any appeal had been made to tho Council on the ground that the Jewish minority had been deprived of rights sceui-ed to it under that Convention. , Replying to further questions, Sir John Simon said that the whole subject of the position of Jews in Germany was receiving a great deal of public at- \ tention, and he was himself- making inquiries.
