LONDON, April 5. In the House of Commons the First Lord of the Admiralty, Sir Bolton Eyres-Monsell, informed Mr. Louis Smith. (C.) that he hoped the Jackson contract for the Singapore naval base would be completed in September and the remaining works four years after that. , It would, he said, be used as a fuelling, storing, and repair base. There was no indication, that Britain would permanently station a squadron, there. The base was within the limits of the China command.
