LONDON, March 23,

Government circles give an emphatic denial to tiie "Daily Herald's" assertions that Great Britain inspired the butter restrictions. It is reiterated that New Zealand initiated the restriction. Britain is not wedded to a restriction," and would gladly consider any scheme to raise . prices, but tho' Dominions offer no alternative to a restriction. Britain would readily agreo to the Dominions sending unrestricted exports, but the prices to the Dominions would inevitably bo jeopardised. It is pointed out that a. restriction on foreign butter without a Dominion restriction would defeat its own object. Foreign imports have dwindled during tho past few years, whereas Australian and New Zealand imports liave vastly increased.
