CALCUTTA, March. 15.
Speculation is at fever heat, regard* ing the contents of the historic Whita Paper on the future of India to be published simultaneously 'in En-gland and India on Saturday.
It is reliably stated that the following will be the main provisions of the Government of India Bill:—
Inauguration of provincial autonomy without further Parliamentary sanction.
Inauguration of federation with responsibility at the centre with Parliamentary sanction after the fulfilment of specified conditions, such as the establishment and effective operation of a Federal Reserve Bank and the. number of seats allocated.
The safeguards include the Viceroy '• and Governor's powers in matters affecting defence, external affairs, ecclesiastical subjects, protection "of minorities, prevention of grave menace to peace and tranquility in India, protection of the Tights of States, and the prevention of commercial discrimination. ,
