(Received February 27, 11 a.m:) LONDON, February 28.' Japan has issued simultaneously in Tokio, Geneva, Ijondon, and other capitals a counter-statement criticising the League Assembly, and also the Committee's report as impracticable (and recapitulating Japan's own attitude.
