DECLARATION OF INCOME

The unemployment levy and the emergency tax on income other than salary or wages have hitherto been regarded as two separate methods of taxation, but in fact they, are actually two factors ia the one system of taxation. In order to make the tax quite effective, amending legislation provides for the payment of both levy, and . emergency tax at the same time. Probably a large number of those who are liable for payment of the levy will hot be liable for the tax, but it is essential in all cases that a declaration of income for the year ended 31st March, 1932, shall be made when paying the levy, whether of not any income has been derived. The next instalment of these taxes falls due on Ist May. -.

A considerable number of people who should have furnished declarations of income last November have not yet done so, and thus have made more difficult the task of the officials who are administering the Act, in addition to which they have rendered themselves liable to prosecution for having failed to comply with the regulations. Declaration forms are obtainable at all moneyorder offices.

An important point to remember is that it is optional whether the amount of income received is disclosed to tho post office or the Income Tax Commis r sioner; but if a declaration for uneml ployment tax purposes has been made to the latter official if is essential that a further declaration that this has been done shall- be furnished to the post office; when the amount of the income is disclosed to the post office it is not essential to make a^further declaration to the Income Tax Commissioner. The declaration for unemployment tax purposes is separate and. distinct from the return of income required under the Land and Income Tax Act, 1923, and is to be furnished in addition thereto.
