PRIVATE EMPLOYMENT

TAURANGA, This Day.

To-day Mr. E. H. Birchall, investigating officer for tho Unemployment Board, addressed a communication to tho borough council and the county council, the two local bodies supervising unemployed relief work in the district, setting out a new scheme decided upon by the Unemployment Board.

Tho communication states: — "Under instruction from the TJnem-

ployment Commissioner, I have to request you to put tho following conditions of employment or unemployed relief into operation:

"To earn the relief paid, all men employed on tho No. 5 scheme for the week, irrespective of class, shall work five days, or forty hours, from Monday until Friday evening. In the event of a worker not completing full time, the relief granted is to be computed proportionately on the number of hours actually worked. Thus, a four-day man works forty hours to earn the relict granted, but if he worked twenty hours ho would be paid halt. It is considered, however, that certain men would be penalised and prevented from accepting pri: vatc employment to their own benefit. In order that a worker may not : thus be penalised it has been decided to permit them to work tho normal period required of their class and be paid the full rate on production of a note from the private employer stating that the man was employed one, two, or three days as the case may be. This note must be initialled by a responsible officer of the council and attached to tho paysheet which is presented uCi the certifying officer. In the event of a four-days' worker obtaining three days' private employment, the amount paid to him as relief must be reduced by one-fifth, or, say, a three-day man obtaining four days' private employment can only be .paid for two-fifths of his relief pay. A two-days' man obtaining four days' or more private work will only be paid for the actual number of hours worked.

"In order to make the position clear to all, and to emphasise that it is the desire of the Unemployment Board that workers employ as much of their private time as possible in private remunerative employment, all men who obtain one day's private employment must perform the work on a Saturday. Those who obtain two days must work on Friday and Saturday, and, similarly, three days' private work must be performed on Thursday, Friday, and Saturday, waterside work excepted."
