United Press Association—By Electric Telegraph—Copyright. DELHI, 30th December. The Viceroy, Lord Willingdon, uttered a stern warning to Congress in his speech at the annual dinner of the European Association1 at Calcutta last night, declaring that any attempt by any organisation to impede the constitu-1 tional programme, whether a no-rent] and no-revenue campaign] a boycott, or I the defiance of the law would be utterly crushed. .

The India Government would not hesitate to give the local Governments all reasonable powers to deal with any situation that might arise, and if the Congress leaders chose to start a subversive campaign at the moment when all should be co-operating to establish responsible government, they would find the India Government's action supported by the Imperial Government and by the princes and people of India. The Viceroy appealed for general cooperation in bringing the terrorists to justice. He said the Government was determined to move as rapidly as possible with constitutional reforms, and nothing should bo allowed :to impede them.

Meanwhile, Congress is working in committee in daily session at Bombay. For the present it has deferred its decision as to future action, pending anticipated talks between the Viceroy and Mr. Gandhi.
