The ex-Cabinet Minister, Mr. \V. Graham, in an address at Birkbeck College, said ho believed the appointment of a small business like Tariff Commission would be advantageous in order to analyse systematically the effects of tariff proposals on the aggregate volume of British trade and intermediate industries as consumers of imported semi-manufactured goods; also Britain's place iv the foreign as distinct from, the Empire markets. As a Froe Trader lie believed that if tariffs were to come, they should be on broad comprehensive lines.
