Russia's quiescent attitude toward the war in Manchuria is giving rise Ix* reports of a secret Japanese-Russian uudertsandiug which have stirred renewed speculation here. On Friday; officials were puzzled by continued Russian silence, as Japanese troops tiav» penetrated further into tho Russian, zone. United States officials will nofc discuss the Russian angle.
