CONSENT TO COMMISSION

RUGBY, 20th. November.
Following conversations between, th(k President of the League Council, M. Briand, and General Dawes and th» Japanese representative, Mr. Yoshi* zawa, in Paris this morning in. exploration of a workable solution of th«i Manchurian problem, the Council sat in private this afternoon for over two hours. The Japanese and Chinese: members wore not present. It is understood that Mr. Y-oshizawa has informed M. Briand of his agroenientim principle to a Commission of Inquiry, being sent to Manchuria, and that tho Council discussed the position, aim, and prerogatives of the Commission in relation to the withdrawal of Japanese troops. No final decision was taken, but there will be a public session to-. morrow afternoon to give the Japanese' delegates a chance of making a statement.
