SPEEDY LEGISLATION
NATURE OF MEASURE

No timo will be lost in passing through its various stagos in both Houses of Parliament the Bill —to deal with tho threatened abnormal flow of imports into England—which was outlined in the House of Commons yesterday by the President of the Board of Trade, Mr. Walter Eunciman. As the Bill will be a revenue-producing measure, a financial resolution must be passed in the Committee of Ways and Means of tho House of Commons,' and both the committee and report stages of this resolution will bo taken at today's sitting. Special authorisation by resolution of the House will be necessary to enable this to be effected, and this will probably be moved by .Mr. Stanley Baldwin. When these preliminaries are completed, the Bill will be read a first time tonight. The second reading will be taken tomorrow, and the third on Thursday. It is anticipated that the House of Lords will pass tho Bill through all its stages on Friday, and that it will receive the Royal Assent on Friday night. ARTICLES INCLUDED IN BILL. The Bill will apply to all articles included in class 3 of the Board of Trade retnras. Articles wholly or mainly manufactured, which come under' this heading, include the following general categories:—Coke and manufactured fuel, pottery, glass,1 abrasives, etc.; iron and steel and manufactures thereof; nonferrous metals and manufactures thereof; goods and apparatus; machinery; manufactures of wood and timber; cotton yarns and manufactures; woollen and worsted yarns and manufactures; silk and silk manufactures; manufac-,-tures of other textile material; apparel; chemicals, drugs, and dyes and colours; oils and fats; leather and manufactures thereof; paper and cardboard; vehicles, including locomotives, ships, and aircraft; rubber manufactures and miscellaneous articles. The value of the imports in these 'categories last month was £27,000,000, which was about the same as that of the corresponding month of last year. During the first ten days of November, however, they have increased to a rate of £35,000,000.
