The Conservatives and many Liberals commend Mr. Runciman's speech and his emergency tariff proposals, though some Samuclite Liberals are glum. There is disappointment that agriculture has been left till later; also that canned and preserved foodstuffs are not included in dutiable articles.

This exhausts the criticism heard in the lobby. The speech satisfied evenrthe critical General Page Croft, who said that it was evident that Cabinet was impressed by the urgency of the problem. •

The Government's powers will apply to the whole range of manufactured and mainly manufactured imports, including Part 111. of the Board of Trade monthly return, representing between £200,000,000 and £300,000,000 worth of imports annually. During the present year the value of these imports to the end of October was £215,000,000.

The Conservative Press cordially welcomes the proposals.
