No emergency tariff will be introduced, as close inquiry is necessary. Ono of. the earliest problems ia to counteract dumping, which has been partly checked by the depreciation of the pound sterling. Mr. Ramsay Mac Donald is preoccupied with reconstruction of the Cabinet. All the present Ministers are formally resigning in order to give the Prime Minister a free hand. It has been suggested that Mr. Philip Snowden may be Lord President of the Council in addition to being raised to the peerage; however, Mr. Stanley Baldwin does not intend to take a departmental post, but will continue as Lord President of the Council. He will thus be able to assist Mr. Ramsay MacDonald in the leadership of the House of Commons, in which case Mr. Snowden will be Lord Privy Seal.
