(Received 30th October, 11 a.m.) SHANGHAI, 29th October. The Nanking Government, on the suggestion of President Chiang KaiShek, has planned a 10 per cent. Customs surtax to aid flood victims, effective from Ist December.
The, Central China flood catastropfie has overshadowed the Manchurian events. The approaching winter is increasing the" sufferings of untold millions, a largo proportion of whom must perish.
The death of Captain Kuwhara and two Japanese privates of the Japanese forces stationed at Chenkiatun, Manchuria, is reported following- an ambush. It is confirmed ;also that there is increasing Soviet activity along the Chinese Eastern Railway, which is undoubtedly causing Japanese concern.
