"Can it be said that there is legal equity between nations when on one side stand countries armed to the teeth, and, on the other side, those condemned to complete disarma- ■ ment? "Moreover, how much longer will it take us to realise that something has broken down in the machinery of the modern world? "A clear and extensive readjustment in the relations between Capital and Labour must lake place. "The real interests of peace cannot be served on the present lines. Justice must be served, not a protocol dictated by vengeance, rancour, and fear. The nations have acted like accountants balancing their ledgers."
