COUNCIL
The fortnightly meeting of the Lower Hutt Borough Council was held last evening. Councillor J. Mitchell, Deputy Mayor, presided in the absence of Mr, W. T. Strand, arid there were also present: Councillor A. M'Bain, W. G. Meldrum, \V. Wilson, A. Anderson, D. S. Patrick, A. Griei'EoA, and B. Ginger. Owing to there not being a full attendance of councillors, the Bylaws Committee's recommendation to approve' the clause in the proposed Building Construction Bill of an additional fee of oneeighth per tent, on building fees for the purpose of establishing, a fund for research work regarding the making of buildings earthquake proof, was held over. The extension of the fire alarm system to the Vacuum Oil Company premises, in Seaview road, at the company's expense, was approved. The Works Committee reported that arrangements had been made with the Railway Department for a footpath crossing over the railway line between Guthrie and Hinau streets. The crossing will save Waiwetu residents a long detour. The engineer reported that during the month ended 28th September, 20,526,000 gallons of water had been pumped, and that a headlight testing station was being erected iv. Market street. Councillor Anderson said he had noted that in the engineer's report there was no mention of the building of the Eastbourne reservoir, and he would like to know how the work was to be,carried out—whether by contract or b." day labour. : In reply, Mi. Bush stated that the easement for i'.j reservoir had' still to be obtained, and the survey, of the line for the rising main had yet to be made. It was almost certain that the work of laying the rising main would be carried out by day labour, as the council had the necessary men. The council would have to decide what method it would adopt Cor the erection of the reservoir. One of the wells had been sunk, and it was giving a flow, from a depth of 75ft, of 200 gallons per minute. The second well was being sunk. ' The chairman said that as far as possible men at present unemployed would be engaged on the work. Councillor M'Bain stated that he had recently discussed theJ matter with the Mayor, Mr. W. T. Strand, who had promised that the matter would be discussed at the earliest possible opportunity. An analysis of the, water, procured by the Eastbourne Council, had,proved highly satisfactory. ■ , ~ ■ ■ ■ In reply-to Councillor Patrick, the Town Clerk said the three-monthly report upon the staff would be available for the next Finance Committee meeting.
