WASHINGTON, 13th, July.

Designs for eleven • new destroyers have been completed. Tho Navy Department will advertise for bids on Wednesday for construction at a cost of four to five mijlion dollars each. These are the first destroyers undertaken by the United' States since the war. The specifications call for a tonnage of 1500 tons, larger armament, somewhat longer cruising radius, and a higher sustained speed than the present vessels. They will be 35-knot vessels, the same as the present, but a greater weight and ruggedncss to enable better speed to be maintained in heavy weather.
