The Town Clerk of Sydney, Mr. Layton, addressing members of the Millions Club, denounced the present system of civic control'and the intrusion of party politics into civic administration. He indicated that the Civic Commission cleared up many doubtful transactions that were not made public.

"It has beeii said that tho City Council has been a disgrace to the city for years," he said. "This is a dreadful thing to say, but there is.a certain amount of truth in it." The Commission, he added, had done excellent work, had wiped the slate clean, and placed tho business of the city on a sound basis. "There are more things to the discredit of the city than you can realise," he concluded.
