BOYCOTT AND' DEVOLUTION
STATEMENT BY MINISTER

Answering questions in the House of Commons on tho Irwin-Gandhi agreement and the- economic boycott of "fntisi) goods, the Secretary for India, Mr. Wedgwood Bonn, said tho purpose of the agreement was to put a stop to.the use of the. boycott of British goods as a political weapon. t . . ,' Ho had every reason to believe that, speaking generally,- tho agreement was being implemented, and that the discrimination against British goods as such in tho main lias been withdrawn. Asked -whether it was proposed to transfer further provincial services under devolution rules, and, if so, \vhich sorvicos, Mr. Bonn said that the Prime Minister undertook that an inqujry would be made as to tho possibility of introducing by administrative Act, changes TrMch would not necessitate an amendment to the Government of India Act. No decisions had yetibcen taken, but important matters under this head .-would roquire to be brought directly to. the notice of Parliament.
