At Buckingham Palace, oponing a conference of the Industrial Welfare Society, the Duke of York urged that these days of depression were the time for boldness in the face of a hard and difficult task. • The large gathering at the conference showed that there were many in the country who were not willing tq join ,in the prevailing dismal chorus. The question for employers was not whether they could afford to adopt welfare work, but whether they could possibly afford to do without it.
