SYNDICATE OPERATING
(Received 27th March, 2.30 p.m.) PARIS, 26th March. The success of the Irish Sweepstakes has caused a British, syndicato to cable to the Andorra Government asking for an immediate decision on the sweepstakes plan. The syndicate offers to deposit £4000. Negotiations are still proceeding with the French and Spanish Governments, whose consent is necessary.
