LONDON, 24th March,
"The Times" notes a desire here and at Rome to await fuller information and explanations before taking a definite attitude on the Austro-German Union. The Governments concerned have brought needless trouble on themselves by the secrctiveness and clumsiness of their procedure, and a situation has been created that before tho war mght easily have become dangerous. As it is, there is ample machinery for deciding whether the agreement conflicts with treaty obligations.
