ALL SORTS OF RUMOURS
(Received 18th February, 1 p.m.) ' MADRID, 17th February. The direst confusion reigned from! dawn to dusk. Rumours were circulated that- cavalry and artillery regiments in various towns had declared their willingness to support the King against any enemies he cared to name. Such an announcement elsewhere would be a mere declaration of loyalty, but in Spain it has a decided political significance. Senor Guerra's failure to form » Cabinet has created a profound sensation, being interpreted as meaning that the King refused to accept the Constitutionalists' conditions. The newspaper "El Debate" criticises Guerra's visit to gaol in order to securo delinquent's co-operation, and declares that he should bo sent to aa asylum.
