United Press Association—By Electric Telegraph—Copyright. (Received 18th February, 11 a.m.) LONDON, 17th February. A report from Madrid states that after visiting King Alfonso, Senor Sanchez Guerra announced that hn had declined to form a Government, and advised the King to summon Senor Alvarez, leader of the Reformists. Immediately on leaving the palace, Senor Guerra went to the prison and interviewed the Republican leaders there, who declared they could not join the Cabinet, but that they would not provido any obstacles in the way, of a settlement, provided the Government pursued a policy in accordance with their views.
