DELHI, 14th February. Tho discussions at Allahabad between Gandhi, the members of the Congress Working Committee, and tho delegates to the Bound Table Conferonce on the subject of co-operation in. the new constitution offer so far are j fruitless. Gandhi last night drafted a resolution containing the following conditions for tlic calling-off of civil disobedience: | (.1) A general amnesty. , (2) An immediate cessation of "re-1 pression." | (8) An inquiry into alleged police ex-I cesses. (4) Liberty to carry on the picketing of liquor and foreign cloth shops. (5) The restitution of all confiscated property and the reinstatement of all Government servants dismissed or punished on political grounds.
