USE OF CONVICT LABOUR
INTERVENTION IMPRACTICABLE
LONDON, 19th January. Replying" to Commander HiltonYoung (C), Mr. Mac Donald points out that information shows that the timber industry of Northern Russia is being carried on not only by means of convict compulsoryl, labour but also by free labour. Therefore it is impossible to take action under tho Foreign Prison-made Goods Act, and new legislation setting up standards of general labour conditions would be very serious. In view of the world labour conditions, the Government is not satisfied that such a measure would be practicable.
