Twenty-seyen European Government* yesterday received copies of.-a memorandum of tho scheme outlined .by the French Foreign Minister, M. Briand, for what is loosely known as a United -State's, of Europe.

The memorandum is a lengthy document and the project with which it deals will bo subjected to close examination by ,the British Government, which, with tho other Governments consulted, have been asked to submit their comments and v suggestions to .M. BriaW by 15th July. .

It is intended that a' report on the whole matter shall bo submitted to a European conference,, to be ' held at Geneva at the timo of the next meeting of the "League of Nations Assembly. .. ..■'.■■>. ' ( _ '
