EMPIRE DIPLOMACY

CONSULTING DOMINIONS

CONFIDENTIAL CHARACTER

LONDON, 12th November. The "Daily Chronicle," in an editorial, states that it is glad that Mr. Mac Donald stood firm and refused to disclose the correspondence with the Dominions on the, subject of the relations with Russia.

"Since the war," the article said, "and particularly since 1926, it has become the accepted duty of the British Government to consult the Dominions about foreign policy. A moment's thought would show' that the consultation could never be really fruitful or secure unity of minds and wills unless it was confidential. It will be said that this is. a special case. If the plea is ever admitted, consultation will simply collapse, and go far to bring down the whole edifice of the British Commonwealth."
