LONDON, Ist October. The "Morning Post's" Berlin correspondent states that an atmosphere of crisisg, surrounds the reopening of the Reichstag to-day. A cordon of police is barring the approaches owing to the. fear of an assault by Communist shock troops. ,
The big issue is a short session for the discussion of unemployment insurance, which presents a serious position owing to the deficit of fourteen millions sterling arising from the fact that the average unemployment is now 1,100,000, whereas it should be only 700,000 if the unemployment fund is to remain solvent. As there is an urgent necessity to make the fund solvent, the Government' proposes to find half the deficit, leaving the employers and workers to share the other seven millions by increasing their contributions.
This proposed compromise was heavily defeated in committee on Monday, only the Socialists approving of it. The situation of the Government is therefore precarious.
