™ £?'?■ B°Wley ' LS-a > wa* born in Canterbury, where he also received T a \ n n °n:- When he joined the Labour Department in 1893, three years after its establishment by the BallanceSeddon Government, with a view to coping with unemployment and initiating factory and other legislation, the staff consisted of seven, fonr in Wellington, and an inspector in each of the other three centres, and he has seen it grow until it now numbers 137 full-time, officers, with some 160 agents in the small towns; throughout the Domimon. Mr. Eowley was appointed succesively senior clerk, accountant, chief clerk, inspector of factories, deputychiet inspector of factories, and subsequently chief inspector, deputy-regis-trar of unionß, and then registrar ' of unions. He was appointed Secretary of the Labour Department, and he also holds the position of chief inspector of weights and measures and registrar of apprentices. As Secretary of the Department he took part in the deliberations of the National Industrial Conference last year and the Apprenticeship Conference a few weeks ago Mr Bowley is well-known in musical circles in Wellington, as a capable organist m which capacity he has given valuable assistance to the Wellington Choral Union. He has held the ofßce of organist at St. John's Church, St. Andrew's, St. Thomas's, and relieving organist'at St. Paul's.
