The Committee of Experts on Reparations held a plenary session this morning in Paris and discussed the functions of tho proposed new International Bank for dealing with reparation payments. A sub-committee, presided over by Lord Bevelstoke, one of the British delegates,, was appointed to draw up a report regarding the functions of the new bank, especially in its relation to the exchange market and- to measures to prevent heavy fluctuations in that market. The new sub-committee will also consider how the new ■ bank would stand m connection with central banks of Issue, and what credits its resources would be able to bear, and, lastly, how the capital of the new bank would be constituted.
