AMERICA'S FUTURE "HEADED FOR REVOLUTION" (From "The Post's" Representative.) NEW YORK, Ist November. That democracy has now reached its lowest level, and that America is headed for revolution, was the view oxp ossed by G. L. Hostetter, executive secretary of tho Employers' Association of Chicago, in an address here. "Wo are victims of a fatalistic philosophy which teaches a person that he or she is immune from crime," he said. '' The evils of racketeering, an offspring of our own sowing, together with other forms of crime, cost Chicago a hundred million dollars, annually, and no one-is immune from the dangers of crime marching against the bulwarks of our civilisation. "Tho attributes of public indifference are ignorance, expediency, and fear, and the greatest of these is expediency. It is that which takes public officials into office, for personal'gain, and keeps silent those who have knowledge of crime. The links in tho force behind the threat are the unscrupulous businesnian, the unscrupulous labour leader, and tho crooked politician. Any ono of these three links, if" taken out, would break the system of racketeering. Wo find unscrupulous business men unleashing the forces of destruction on their own people, to maintain a price and a certain fanciful advantage, "Pusiness by .conspiracy, or business by bomb, exists throughput tho length aiid breadth of our land, and in all the metropolitan centres, wherever thero is industry. Democracy has reached tho lowest level it can reach, and unless there is a reaction, wo aro facing chaos and anarchy."
