Briand, in a statement to journalists, expressed surprise that his speech had produced a commotion. Ho explained that he had not intended to convey the impression that Germany had bellicose intentions. If general disarmament progressed so little it was cause such a small degroo of security had been achieved. France's constant efforts were toward peace. The disarmament problem was unsolvable without frank speech. It would be a dishonour to Franco if she discontinued her efforts toward disarmament owing to Russia',s attitude.
