The Nationalist Government has issued a lengthy manifesto denouncing the entry of Japanese troops into Shantung and appealing to the Powers for support against the violation of China's integrity. Unofficially, the protest is 'based on the belief that tho Japanese troops purpose helping the Northerners. ■ , .
