(Beeeived 19th December, 12.30 p.m.) TOKIO, 18th Dec. The anti-Chinese outbreaks throughout Korea are increasing, and many attacks on Chinese villages are reported. At Chemulpo 300 Koreans fought for hours with an equal number of Chinese, killing twenty Chinese and seriously wounding a hundred. The Chinese Consul at Seoul called on the Governor-General demanding protection for his people. The Japanese Consul-General at Harbin has issued a warning. A million Koreans in the Kirin province have decided not to attempt organised opposition against Chinese acts of oppression, but are leaving the matter to the Japanese authorities, who are taking the proper steps.
