MOSCOW, 10th August.

M. Bukhariu, reporting to tho Communist "Plenary Session," referred to tho strained Anglo-Russian jelations in connection with military intervention in China. These, ho said, indicated the danger of a counter-revolutionary war against Russia, the only factors against it being the differing interests in the Capitalistic groups, and the workingclass opposition to war. These merely postponed the conflict and did not eliminate the inevitability that Russia must practice a peace policy, thereby strengthening the Soviet. The Union of Soviets must agree to give economically reasonable concessions to Capitalist countries • while they were repressing factional activities.

The Russian. Opposition Party, he said, was demanding sensational activities of its members, including Ti-otskyj Zinovieff, Kamenev, ana Rakovsky. Ho asked thoin to promise loyal support against Imperialism, and defence of the Soviet under the present Central Committee.

LONDON, 10th August. I ollowing a recantation of their views by Trotsky and Zinovieff, their expulsion from the Central Committee has been withdrawn and a strict warning and reprimand substituted.
