TERRORISM IN SHANGHAI
OUTER DEFENCE ASSAILED

Labour unrest continues to increase. It now transpires that the organisa-
jh behind the terrorist movement is not local, but consists of 150 trained agitators who arrived from Hankow in the past few days. They have captured most of the labour unions, and are conducting a strike campaign by intimidation and murder. There has been an average of one murder daily in Shanghai of a foreman, or of a prominent worker who opposed the last strike. None of the assassins have been arrested.
The favourite method of the terrorist is to send a message to the workers likely to obstruct them, reminding them of what happened to So-and-so. 1.. most cases the v ning is sufficient. Strong efforts are being made to disorganise the railway service. Telephones have een tampered with, and signal wires cut. Intimidation has led to the local drivers and firemen's staff being largely depleted. Heavy fighting i s reported to the westward of the Taihu Lake, southward of Ishing. Shantung troops are massing at Soochow and Changchow in order to meet the threatened resumption of the Nationalist attempt ,to cut the railway.
