COUNCIL AND HARBOUR

BOARD

"NEW BLOOD" INTRODUCED

A meeting of the council of the Civic League was held last night for the purpose of selecting the list of candidates whom ' the league would recommend to electors for the City Council and Harbour Board. The attendance was very satisfactory, being almost double - that on the occasion of the previous election, when the selection was carried out by a special selection committee. | The executive of the league submitted a short report in order to afford some guidance in respect to procedure, which report was adopted; this did not in any way affect the actual situation. It was thereby decided that each one present should be required to vote the full number required for the two bodies, and that any ballot papers which tended to "pumping" should be held invalid. This was done to avoid the possibility of any group influencing the decision as affecting any particular person or persons.

It was further determined' that two ballots should be taken: on the first, it was agreed, those who secured 80 per cent, and over of the votes cast should lie at once chosen, and that in the second ballot only those who secured 50 per cent, and over of the votes would be placed upon the list in order of preference, this provision being made in order to ensure that all those chosen should carry a substantial measure of confidence of the league, and that no one should be selected upon a minority vote. V

It was also agreed that if less than fifteen of the prospective candidates failed to qualify in these respects the league's ticket should"comprise a lesser number than fifteen. A great deal of information was laid before the meeting by various speakers, both with regard'to those seeking office in the council and the Harbour Board. There was a general expression of opinion that upon both bodies it was desirable to retain a body, of tho sitting members, and also to introduce new blood into the candidature. THE COUNCIL TICKET. Twenty-one names were submitted as prospective candidates for the City Council. Tho outcome of the first ballot was rather a surprise in.that thirteen of the candidates secured the requisite 80 per cent, or over of the votes cast, so that there were then only two more to be selected. Both of these received tho requisite 50 per cent, or over in tho second ballot.

Seven names were submitted in respect of the Harbour Board, the result of tho voting being that the following were chosen:— *C. J. B. Norwood *G. Mitchell F. M'lndoe E. H. Niinmo *Sitting members. RETIRING COUNCILLORS. A resolution was unanimously adopted tendoring the league's hearty thanks to Councillors K. A. Wright and W. J. Thompson, who are not seeking "reelection, for tho services they havo rendered the city. Further steps are to be taken by the executive to moro adequate recognise tho valuablo services of theso retiring councillors and of others retiring from tho Hospital and Charitable Aid Board.
