EMPIRE'S APPEALS
TREASURY OF COMMON LAW

H; Morgan, Professor of Constitutional Law at Univorsity College, London, lecturing on the Judicial Committee of the Privy Council, described tho commit.toe's' reports as the treasury of" the Empire's' common law. The committee being non-parochial treated each Dominion as a law unto itself. The day had gono by when tho Imperial Government would oppose tho restriction or even tho abolition of appeal when a Dominion so demanded. For example, Australia's limitation of appeal was a constitutional interpretation. Personally, ho was convinced that a plebiscite of the Empire would overwhelmingly favour the retention of appeals.
