LONDON, sth March. It is learned that the Soviet is hastening the conclusion of a" non-aggres-sion Latvian pact on; Latvia's own terms, aiming- to strengthen Busso-Lat-vian relations and correspondingly enfeebling the connection with tho League of Nations.
