TRAVESTY ON LOCARNO
FRANCE'S DISPLAY TO EUROPE'

The debate in the Chamber of Deputies on the French army proposals for universal conscription of.the whole of the nation's adult population, including both sexes, has elicited strong criticism in Rome, where an. official Fascist organ alludes to the tragi-comedyj enacted in old democratic Europe, which, after asphyxiating every corner of the horizon with pacifist fumes of Locarno, has now started on a mad raca for armaments worse than before.
Tho newspaper "Popolo d'ltala" declares that the French expenditures oa armaments have no parallel in German militarism, even before the war.
