GENEVA, 26th Feb.

The United States unexpectedly notified the League of Nations of its acceptance of an invitation to participate in the Geneva ' Conference of 14th March for the purpose of drawing up a draft .convention concerning the private manufacture of small arms. The Note' stresses the fact that America considers the conference purely as a means of obtaining the fullest publicity of statistics regarding both the" private and governmental manufacture of war materials.
