LONDON, 20th November.

The Lancashire and Cheshire owners and miners' representatives have agreed to terms, including a three years' truce, au eight hours day, and the continuation of tho April wages. Mr. Cook, speaking at the Delegates' Conference, complained that the owners in Somerset, Kent. Gloucestershire, and Leicestershire were refusing to meet tho miner^, and others were imposing terms fatal to future peace.
