Councillor Orr: "What on earth is the good of giving a license at all at that rate?" Mr. Campbell: "It is no good unless the driver gets into some trouble. Except for some special reason there is no power to refuse a license." Councillor T. M. Chambers: "I was under -the' impression that applicants were supposed to pass an examination." . ■The chairman:' "The practice was started in-one place, then stopped. It is quite hopeless unless the examination applies to all." Councillor Orr: "As things are now, then anyone can get a license1!" ' The chairman: '.'That is so. The bigger the fool, the bigger the license."
