The Government is proposing measures to reduce the period of e.ompulsory service to one year; to increase the. number of professional soldiers; to charge civil and military, agents with, the maintenance of internal orders, and to provide for the formation of mobile republican guards. "
• It is expected that the proposals will help to build up a powerful military organisation and enable .the utilisation, of the whole nation's resources in emergency
