The Chancellor, Dr. Luther, at a meeting of the Centre Party in. Erfurt, said that protracted negotiations were necessary in continuation of the Thoiry discussions. Germany could demand the release of the occupied territories only when the means of rendering financial aid to France by way of the mobilisation of railway bonds could be found.

American co-operation was essential, ho continued, but pending a ratification of: the debt settlement this was doubtful, as even a Franco-Gorman loan would bo regarded with misgivings. The complete reconciliation of Franco and Germany was only possible by the absolute liberation of the occupied territories. Nevertheless, the important fact remained that negotiations had taken place at Thoiry.
